The basic model seems to be very different.  Bug tracking usu. includes
the ability to tie an issue to a version/release number, to
compartmentalize work areas (e.g. modules in code), feature requests, etc.

Trouble ticketing is more about tracking a single issue w/o as much
concern about how the issue relates to the bigger picture.

In both environments, there are ways of shuttling the bug report/feature
request/trouble ticket to various groups or to specific individuals. But
the bug tracking seems to be more focused on some piece of
software/project.

That's my poor man's rendition of it (i'm no expert on either).
