I know of a few mobile telecom professionals (both in the standard 
wireline and wireless industries) who have been issued these by employers.

One works for a tower-site management company and has a multi-state 
region to cover.  He's got the laptop, a complete mobile mount, company 
truck, GPS with custom mapping software to find the sites, custom site 
monitoring (environmental and tower lighting), and an unlimited Verizon 
high-speed cellular card.

Similar situation for a mobile field technician for one of the major 
cellular carriers... not a Toughbook, but similar setup overall.

These folks have to remove the laptop from the truck and use it as a 
diagnostic tool, regularly.
