Yes, on a fast network rsync can be relatively slow because hashing 
makes it CPU bound.  You can turn that off and transfer entire files.

It checks both file size/time and a hash of each block, so maybe it can 
skip the hash part but keep the size/time check.  That would be 
necessary for rdiff-backup since it's making hard links to unchanged files.
