The NANOG group has a field day every year trying to define what  
"Tier-1" means anymore in the grand-scheme of things.  Even most  
"Tier-1" providers have awkward (but good for overall connectivity)  
agreements for peering with each other these days.

Out of curiosity Sean, what's your definition of "Tier-1" these days?

When you start to factor in all the variants, it looks more like a  
mosaic than "tiered".
