Ooh, that's an interesting side-effect.  Mailman allows users to select
that they do not wish to receive a copy of a message if it looks like
they're already CCed on the message.  So, in this case the intended
recipient is rejecting the message, and if Mailman isn't sending him a copy
he won't be getting it at all.
