Across the several distros I've used recently, they're all good about
keeping the fixed and variable data separate.

Take Red Hat as an example, or SuSE.  Like Paul said, /etc, /home, /srv,
/usr/local, /var, and /root.  Are there really any major outliers in
this regard?
