[lug] Mailman question

Within Mailman you can set a list to be moderated requiring that every subscriber post is moderated.  You can then go in to the subscribers list and unset the post moderation bit.

All the subscribers can still post, they just have to be approved.  When a post comes in to the list it gets put in a holding queue and a notice is sent to the admins to take care of "pending requests."  Once the request is approved the queue is empty.

Mailman can do a variety of things, I'd decide how you want the list to run and then you can likely get Mailman to do it.
