I believe that mail server 200.46.204.86 is behaving correctly in the
current world of email.  Mail servers that try to use an invalid host +
domain name or use a literal IP address are *SO* likely to be spammers
or misconfigured relays that rejecting them only makes sense.

If outboundproxy6 is your mail server, double check its hostname
setting.  If it is sendmail, double check that /etc/hosts has a fully
qualified domain name for its external IP address and for 127.0.0.1.

It needs to be "outboundproxy6.example.com", but with the correct domain
of course.
