If you take an ohm meter and measure the continuity from the ground
side of the AC plug to the negative side of the DC output there is
probably close to 0 ohms. At least on my Acer 360 and my Dell Latitude
D610 that is true on. They don't constitute all laptops, but they are
probably representative of how the power bricks are wired.
