[lug] Development environment?

 I tend to edit all sorts of things in different environments.

Like I use PC IntelliJ for Java, then emacs for c, c++, or emacs or notepad for perl, and then notepad or emacs for bsh or ksh or perl or tcl - 
just depends on where I am and what I'm doing that day.

What's the best environment for doing that kind of mix of stuff?? What's the best FREE environment?? Is there something cross-platform?
