It's not, but I seem to be having an odd issue that I've not yet been 
able to resolve.

When I do the install I get:

/sbin/ldconfig: /usr/lib/ is not a symbolic link

The libconfig.so.1.0.0 gets copied into /usr/lib, but the links don't 
get created.

I'd agree with that, it's been a very useful reference.
