I'll note that networking is *not* my strong suite, so this could be a
dumb question/suggestion:

Is it possible that the machines that slow down have renegotiated their
connection?  I know that I had a similar problem at work for a while
where my connection would go from 100mbs full to 100mbs half (or less,
don't recall the exact details, but the renegotiation was what caused
the problem.)
