Automatically.  Whatever you decide on, figure out how to do the creation/install of a VM with one 
command.  If you need to customize various VMs, figure out how to share the parts that are common 
and get the end result with one command.

Your install should be repeatable enough that building a new VM is as easy as cloning (though it 
might take longer).  Regardless, cloning should be easy.
