You can be retested 'for cause'.  A former coworker had to go through 
this since he had been in several accidents.  He was never at fault, 
legally, so it wasn't an issue of points.  However we've all seen 
accidents or near-accidents where the 'victim' wasn't legally at fault 
but was doing something boneheaded.  Hence the ride-along.

(He passed easily.)

Some states are also requiring driving tests for elderly drivers.
