If you can find a yum repository with the kernel you want to use, then you
can play with the yum repository files in /etc/yum.repos.d/ to make them do
what you want. Specifically, the 'exclude' and 'includepkgs' options. So in
the config for your  F17 repository, you could exclude=kernel*, and then in
the F16 repository, includepkgs=kernel*. If I understand what you're asking
properly, I think that would solve the problem.
