[lug] Building Deb changes file from binary deb

Is it possible to build a Debian changes file from a binary deb?  The
reason I ask is that I am trying to build a local repository that can
contain multiple versions of a package.  mini-dinstall can do this but only
accepts .changes files.  Reprepro can build repositories using .deb files
but only allows one version of any package to be in the repository.
