"weblog" or "blog") site.  There are plenty of commercial blog systems:

and a quick search on Freshmeat turns up literally dozens of free blog
and related projects:

  http://freshmeat.net/search/?q=weblog&section=projects

mostly written in PHP and PERL.  As you mention, some require a database
(typically, MySQL) back-end and others are PERL- or PHP-only.  I've
little experience with the many projects listed so I can't make any
specific recommendations.  I'm sure there are some others on this list
who can...
