I believe that if you really wanted to do it "right" you'd edit the files
controlling udev. Then parameters can be set on static hardware as well as
on hardware that hot-plugs.

I can't tell you what files to edit. I'd have to go look it up. I did do
this once for power control on a Bluetooth mouse.
