[lug] Locking the volume control at %100

Nope, not selinux. Once upon a time most audio operations happened via
/dev/dsp or similar psuedo-files. I poked around a little bit and that
seems to no longer be the case (at least on Ubuntu), so the permissions
thing is probably not an option.
