That's consistent with what's I'm seeing.  However,  the Colorado
Bureau of Investigation web page

which is not true.  The site will not work with the latest version of
Chrome, Firefox, and (probably) Opera -- which have disabled SSLv3.


Two years ago, the State of Colorado began charging a $10 fee per
background check ( HB 13-1228 ), for the publicly stated purpose of
paying for the background check system.  I don't know what that money
has been spent on, but it's obviously not been for securing and
updating the background check system.

CONCERNING REQUIRING THE COLORADO BUREAU OF INVESTIGATION TO
RECOUP THE COST OF PERFORMING AN INSTANT CRIMINAL
BACKGROUND CHECK PRIOR TO THE TRANSFER OF A FIREARM, AND,
IN CONNECTION THEREWITH, MAKING AND REDUCING AN APPROPRIATION.

SECTION 1.  In Colorado Revised Statutes, 24-33.5-424, add (3.5) as follows:

24-33.5-424. National instant criminal background check system - state
point of contact - fee - grounds for denial of firearm transfer -
appeal - rule-making - unlawful acts - fund created - repeal.

(3.5) (a) ON AND AFTER THE EFFECTIVE DATE OF THIS SUBSECTION (3.5),THE
BUREAU SHALL IMPOSE A FEE FOR PERFORMING AN INSTANT CRIMINAL
BACKGROUND CHECK PURSUANT TO THIS SECTION. THE AMOUNT OF THE FEE SHALL
NOT EXCEED THE TOTAL AMOUNT OF DIRECT AND INDIRECT COSTS INCURRED BY
THE BUREAU IN PERFORMING THE BACKGROUND CHECK.

(b) THE BUREAU SHALL TRANSMIT ALL MONEYS COLLECTED PURSUANT TO THIS
SUBSECTION (3.5) TO THE STATE TREASURER, WHO SHALL CREDIT THE SAME TO
THE INSTANT CRIMINAL BACKGROUND CHECK CASH FUND, WHICH FUND IS HEREBY
CREATED AND REFERRED TO IN THIS SUBSECTION (3.5) AS THE "FUND".

SECTION 3. Safety clause. The general assembly hereby
finds,determines, and declares that this act is necessary for the
immediate preservation of the public peace, health, and safety.
