Learn Debian (aka Raspian). And its command line. 

Install the server software, configure /etc/ntp.conf, give it an IP, and plug it into the 'Net. That's about all there is to it as an NTP server. I'm using one as my secondary DNS server, and installing and configuring a non-recursive BIND was pretty simple (it works beautifully, BTW).

It does sound like Christopher's may have more stuff going on, though -- my 'Pis do nothing close to what he gets, time offset-wise.
