I'd bet on what Davide Del Vento said for 32/64-bit, but if this doesn't show an answer, perhaps run the command under strace and see what fails (or even ltrace).

Library is installed, program can find other libraries in that directory. Reinstalling or downgrading either the package or the library didn't fix it....
