Theres a trick on U*IX/Linux systems that may work here, depending on how M$
does IMAP :) 

Try This:

To create a new "subfolder" (Directory) that will hold "folders" (actually mail
files) add "/" to the end of the name, this instructs the system to make a
directory, instead of a file...

Might work...
