I'd suggest 20MB for swap, and the rest in /.  You will need swap for
the install, but probably won't need it for normal running.

As far as minimum packages, you probably should just go through the list
from "rpm -qa | sort" and any that you don't think you'll need, just
nuke.  You probably won't want compilers, sources (even kernel), and
X on there, for example.
