Try looking at dyndns.com. I think they offer services like, if you have a dial up but want to host your server on the web, they will dynamicly point to your machine when you log on. So setup a domain name and mail server then pay them something like 10 bucks a month or a year ,I don't remember but it
did seem relitively cheep, and do it yourself.
