[lug] append to path

HI,
The most basic things are often the hardest to see!  I am trying to
append a path to my environment settings and can't seem to see where
that needs to go.  In other words currently I have:
PATH=/bin
and I would like to append to it so it reads:
PATH=/bin:/usr/local/bin

Of course I would like my changes to be permanent, so that my new path
is automatically set after a reboot.

Any help is appreciated.
