Forgive any ignorance, but isn't IRC for chatting and not file transfer?  

For the web page, is the web server on your home machine and people then
connect in to it?  If that is the  case, what's your home machine's IP
address?  If you have DHCP and/or NAT turned on, your machine likely has a
non-routable IP address of 10.0.0.1.  Do you have a static IP that people
can connect to?
