in xemacs, i will point out that you can control this through the
"crypt" package.  take a look at the docs on it, and i'll plug my
trivial patch which has been included for a while now:

there is also a "hexl" mode for editing any file in hex sequences,
which might be helpful for the desperate.  finally, note that you can
quish much MS stupidity with the HTML de-moroniser (if it's not HTML,
you can probably still take advantage of some of its lookups and
whatnot):
