Wasn't it recently the case that RBOC's could add a surcharge to on lines
resold by DSL providers who used the RBOC lines?

If this is in fact the source of the mysterious $15/month charge, then it
should shortly disappear as the FCC has just ruled (less than 1 month ago?)
that RBOC's could no longer hit providers with this charge.

Of course this charge could be a mistake- wouldn't hurt to check.
