Bash man page says:
       INPUTRC
              The  filename  for the readline startup file, over-
              riding the  default  of  ~/.inputrc  (see  READLINE
              below).
There's a bit more documentation on down in the man page, but suffice it 
to say instead of doing "set -o vi" in your .bashrc, it appears you could
do a "set editing-mode vi" in your ~/.inputrc.
I'm not entirely sure what they achieve by setting INPUTRC to *.
