[lug] DSL Availability

As far as I know USWest doesn't have a third CO in North Boulder.  However,
they do have one in Gunbarrel (Jeremy, this is a northeastern suburb of
Boulder in which most of the homes are in the county, most of the businesses
are in the City of Boulder).
