They can - but they charge more per IP address per month.  The basic rate
(about $44/month IIRC) covers one static IP address - the Linux box uses that,
of course. I think the fee for additional IP addresses is $5/month/address.

You'd want to check with AT&T to see if the same situation (static address,
fully qualified domain name) applies to your neighborhood.
