Actually, fully automatic weapons are not illegal (yet, but give the
anti-gunners a while and they might be), but their ownership does require a
Class 3 license from the ATF that entails a background check, fingerprinting,
letters from the local police, a $200/year fee and lots of stipulations on
storage and inspection by the ATF at any time.

But if one as a pirvate citizen wants to go through these hoops, they can be
obtained.

They are completely legal for police work, and many police cars carry an M-16 in
the trunk.
