The message you indicate is not a sendmail message.  Typicly the way such
a quota is implemented is with quotas (oddly enough ;-).  If you aren't
using them on your local machine, that's probably not where it's getting
generated.  Try looking at the man page for "repquota".

Check to make sure you don't have "leave on server" set.  If you can,
check your POP account or mail box.  Try telneting to the mail server
on port 110 and do "user <username>" and "pass <password>" and "list".
If a bunch of stuff shows up, you have "leave on server" configured.
