SNMP is a way of remotely pulling stats from another machine.  It's implemented
as UDP packets which ask things like "how much data has been transferred on
interface X", which the remote device will respond to.

MRTG is a program which periodicly talks to an SNMP device, or otherwise pulls
stats and generates graphs of historic usage which can be accessed by the
web.  The SNMP daemon for Linux can report on CPU utilization I believe,
or you can simply set up a script that runs and grabs that information
from vmstat or top or the like.

MRTG will show daily, monthly, and yearly graphs of whatever you're
monitoring, so you can watch historic trends.
