There are also a couple files, /etc/ftpusers and /etc/ftpaccess, that you
may need to look into. That caused me some grief a while back.

check /etc/inetd.conf
verify the integrity of ftpd
you might get a sniffer like ethereal and run it during an ftp attempt
and see what is going on.
you might also check /etc/hosts.(deny|allow)
