[lug] WinCVS on Win2K

Hi,

I realize this is a non-Linux message, but at the last meeting I told the
assemblage (and Michael Pederson, in particular) that WinCVS (as of
version 1.1 beta 14) would not work on Win2K.  I am happy to report
that version 1.1 beta 16 does indeed work for me on Win2K.
