It's a heck of a lot easier to programaticly deal with a bunch of
independant files than deal with a single one.  With a single one
you have to worry about conflicting changes (2 programs modifying
it at once) and correctly parsing it to do the right thing.

With the directory approach, your RPM can simply install a file into
the xinetd.d directory, and remove it during uninstall, instead of
mucking around with inetd.conf.

For somone who does a lot of RPM packaging, xinetd.d is a welcome
addition.
