Did you check in /usr/sbin/ to make sure it actually isn't there? Did
you do a find on the system to see if it was moved someplace else? You
might also check for adduser but in RedHat I believe it is just a link
to useradd anyhow. If you still can't find it, you can always do
everything by hand...it isn't that big of a deal.
