You might mention an intent to file a complaint with the Colorado State
Secretary. This is where businesses are licensed, and if they find
illegal practices, they can be unlicensed. Now, this probably won't
break their license, but it will cause a few nasty effects when the
owner has to come down to someone's office and explain, else get
summarily shut down. If there is any violation of law, you have a right
to ask for this. Maybe call up the Secretary and ask how to go about
filing a complaint about questionable practices that are impacting a
Colorado individual or business.
