[lug] International ISPs for Travelers

I have had good luck with Earthlink.net.  They worked great in Europe - my
dial-up Earthlink connection in Germany seemed faster at times than my
sister's ISDN line through a local ISP (t-online.de for those of you who want
to know).  I was generally surprised how heavily oversold this particular
German ISP is.
