[lug] rdate wackiness

Try rdate -s time.nist.gov
I have had trouble with the time frequency servers in the past and was told
that not all of these time synchronization utilities can use the timefreq
servers.
Wayde would know more about this - personally I only went as far as I had to
to get my system working.
