[lug] routed doesnt receive routes on startup

i am using routed to receive routes via a cisco router running rip and
announcing ripv1 networks. on boot, the routed service starts, however no
routes are received until after a service restart.

any thoughts as to why this may be happening? the machine certainly seems
to be running routed correctly and listening udp 520 at startup.
