Gary - More bad news. The ARP bug CSCdm49888 was discovered at IOS 11.2 . 
On closer inspection, it was not fixed .. just closed. Here's Cisco's 
definition of closed:

Bug report is valid, but a conscious decision has been made not to fix it at all or in all releases.

That probably means you still have that bug (unless it was fixed accidently)
