yep. Looks like redhat updated glibc and added in a new 'glibc-common'
package that has the locale stuff in it. This is fine, but there is no
dependency on it by the other glibc packages, so you can upgrade those
just fine and then glibc-common is not installed. ;( 

Should be fixed in the Next krud. ;)
