[lug] CVS access only

Hello,

  I'm trying to set up a CVS site that is accessible through
ssh to some specific networked users but I don't won't them to
have login access.  Is there a standard way to do that?

  My thought is to give them /etc/passwd accounts with shells
set to a /bin/sh script which simply echo's "No login allowed".
Is that a reasonable and safe thing to do?  They will have real
passwords in /etc/shadow, just no shell in /etc/passwd.
