[lug] left-shift as <ctrl>?

When trying to remap the left-hand shift key so that it works as the
control key, I normally set a line in the /etc/X11/XF86Config file
like this:

ctrl:nocaps

This doesn't seem to work with the my newly installed RH6.2 system but
has worked with every other installation I've every done. THe v of
XF86 is:

XFree86-3.3.6-20

Anyone know the problem or a different way to do this??
