I have a tree in my repository with a number of modules in it that have
been read/write for the appropriate people.  I have been told that every
module in that tree should now become read-only for everyone.  From what I
have been able to find, it looks like I need to setup a new repository.  Is
that correct?

Put alternatively,
I would love to be able to specify a user "johndoe" as being able to r/w to
one module but r/o on another module.  Can I do that without setting up
more than one repository?
