Does it on 2.2.x, 2.4.1, 2.4.2, 2.4.5

Is there some special voodoo you need to do to disable the rate sync? 
I've read the src/linux/Documentation stuff pretty thoroughly and 
haven't found anything about that. Only where you can specify a rate.
