[lug] Unable to cleanly reboot

In the case of ipchains init script, if  you don't have the right kernel
module, it'll lie to you about success (a bug). After it says "OK", then
also do "/etc/rc.d/init.d/network status" and see if it still thinks it
stopped ok.
